Dr. Elsa Weissinger was a doctor for PHARCOM, the Agency, and the IPCA.
Employed by the Agency
In the second game, Weissinger works for the Agency. She personally kills CBDC agent Dobson by giving him a lethal injection and attempts to study the effects of the Syphon Filter virus. She fails when Dillon Morgan cuts off the life support for Jonathan Phagan (who was captured by Erich Rhoemer and infected with the virus, then shot in the head by Mara Aramov in Syphon Filter), killing the PHARCOM CEO in hopes that the government not find him in the air force base. Subsequently, Lian Xing, also infected, escaped the group's custody. Near the end of the game, Logan forces Weissinger to finish a vaccine while inside the Agency's lab. She complies but sets off the alarm, causing a group of Unit One soldiers to pursue Gabe.
In media res
In the third game, Weissinger is mentioned in a flashback mission, told by Xing. Weissinger was in Costa Rica, getting plant samples. Her involvement with the Agency started here. In a current mission later in the game, Weissenger crosses paths with Xing in Australia. She was at a refugee camp in which villagers were being tested with the Syphon Filter virus. Lian forces Weissinger to create a cure. She gives Xing a data disk that implicates Aramov and leaves.

Conference with Mara Aramov
In Dark Mirror, Weissinger is seen at Aramov's apartment. Gary Stoneman, a member of the IPCA, kills both Weissinger and Aramov. Alternatively, the player may choose to shoot only Aramov. Weissinger having witnessed the hit on Mara, flees the scene in a state of panic and is fatally hit by a vehicle.
Personality and traits
Elsa is a delusional narcissist who was born 22 years after Allied forces firebombed her home of Dresden during World War 2 and the same amount of years before the Berlin Wall's collapse reunified Germany. As a result, she considered the timing an omen and believed it indicated that her purpose was to change the world.
She developed a relationship with Lukas Kaufmann in her career with science and worked alongside him on research into biological weapons at the Immunologie Universitat found in Hamburg. Kaufmann explained his desire to rid the world of cancer and all diseases, and Weissinger soon sought the same "revolution."
Despite her initial plans to work with Kaufmann, she eventually developed a serum that would kill him, certain that she had to change the world.
Trivia
- Of all the characters who are killed, she is one of the few who has many possible death animations: she can be shot (by Stone or Mara); killed in a hit-and-run; set aflame (with the Flare Gun); killed in an explosion (with the SMAW, MGL or Calico HE) or hit with the taser.
- It is implied in Dark Mirror that she cheated on Mara Aramov by sleeping with Mihai Niculescu.
- In Syphon Filter 3's multiplayer, Weissinger is prone to taunting her enemies:
