Mr. Cochran is a minor antagonist in Syphon Filter 2. He is shown during a secret meeting between Vincent Hadden, Lyle Stevens and Mara Aramov. Cochran is shown in a very nervous position, constantly fidgeting as he apologizes for the delays in developing Phase 2 of the Syphon Filter Virus. Hadden, impatient with Cochran's failure, allows Mara to snap Cochran's neck and he falls dead to the floor.
He was given Jonathan Phagan's job and made the next PHARCOM CEO, though he was incapable of fulfilling it.
Cochrane was a business executive hired by the Consortium to replace Jonathan Phagan after the Agency removed the PharCom CEO for use in Syphon Filter testing. He was considered significant enough to attend meetings at the Council on Foreign Relations with Secretary of State Vincent Hadden, Lyle Stevens, and Mara Aramov. It is unknown what his previous position was before filling in for Phagan, but Cochran was quickly murdered by Aramov on the behest of Hadden after delays with finishing the second phase of the virus.
As with Vince Hadden and Thomas Markinson, he is a unique character in that the player does not physically encounter him. He is only seen in cutscenes.
He is one of the few antagonists who, in relation to the Syphon Filter fiasco, Mara Aramov kills.
