Definitely DPRK. The Japanese secret service thinks he's ties to the Yakuza.
Yong-jun Kim is a minor antagonist appearing in Syphon Filter: The Omega Strain.
Yong-Jun Kim was a memberof the regime of North Korea, assigned to international covert operations for the DPRK Secret Police. Through his contacts and associates around East Asia, he was able to learn of the Omega Strain production by Murakawa Industries and establish himself as an apparent ally of Sanzo Murakawa's Yakuza. Kim had the cover of a South Korean businessman and could access the research in Tokyo.
Imani Gray identified him in a meeting with Mara Aramov at an arms bazaar and went with Lian Xing to Japan to uncover his connection. Kim abolished his cover and stole a container of the virus from Murakawa's labs before taking it to allies around the continent. Gray simultaenously planted a tracking device on his briefcase and shadowed him onto a flight after losing a coin toss with Xing to decide who would accompany the man. Aramov arranged his assassination by bribing the Myanmar army to help a Meta Global terrorist shoot down his plane over the country's airspace. Whether knowingly or not, she was also complicit in killing Agent Gray. Kim was the main target, but the virus capsules he carried had to be retrieved as well.
